The Ministry of Skill Development and Entrepreneurship (MSDE) provided an update on the implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0, its flagship skill development scheme that has been operational since 2015. PMKVY 4.0, implemented since FY 2022-23, has been realigned as a demand-driven, technology-enabled, and candidate-centric scheme with significant improvements in skilling, employment opportunities, and industry linkages.
The scheme features uniform quality-assured training aligned with the National Skills Qualification Framework (NSQF), with over 600 futuristic job roles developed covering areas such as Artificial Intelligence, drones, robotics, green energy, and semiconductor manufacturing. Implementation is digitally managed through the Skill India Digital Hub (SIDH) using Aadhaar-based authentication and live attendance monitoring, leveraging infrastructure from educational institutions and Institutes of National Importance.
Industry linkages have been strengthened through partnerships with over fifteen leading companies designated as Awarding Bodies as of June 30, 2026, including HCL Technologies, IBM, Bajaj Finserv, and Microsoft. These partnerships enable industry-aligned course curricula, industry participation in training delivery, and strategic collaborations for demand-driven training.
An independent third-party impact evaluation conducted by Arun Jaitley National Institute of Financial Management (AJNIFM) revealed significant positive outcomes. The combined share of employed and self-employed Short Term Training (STT) candidates increased from 26.6% prior to training to 45.4% after PMKVY training, representing an 18.8 percentage point improvement. Income-related outcomes also showed positive movement, with 41.4% of STT candidates and 48.9% of Recognition of Prior Learning (RPL) candidates reporting increased income following training and certification.
The scheme integrates on-the-job training, reskilling, upskilling, and enables diverse career pathways including wage employment, self-employment, entrepreneurship, and sustainable livelihood opportunities through the unified Skill India Digital Hub platform.
