PMKVY 4.0 Skill Development Progress Update
The Ministry of Skill Development and Entrepreneurship provided an update on the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0, a demand-driven skill development scheme aligned with industry requirements and emerging sectors. As of 30 June 2026, the scheme has trained more than 5.44 lakh candidates in new-age and future-oriented technologies across over 600 courses in areas including Artificial Intelligence, Drone Technology, 5G, Solar Energy, Additive Manufacturing (3D Printing), Semiconductors, and Internet of Things.
Financially, ₹414.86 crore has been utilized specifically for training in future/new-edge job roles including drone technology, artificial intelligence, and green energy maintenance. The scheme provides a training cost of ₹49 per hour to training providers to ensure access to appropriate infrastructure, tools, equipment, and qualified trainers for advanced job roles.
Industry Integration and Participation
Industry participation has been systematically integrated into the skilling ecosystem through multiple mechanisms. The National Council for Vocational Education and Training (NCVET) mandates industry validation of all job roles and qualifications, ensuring industry involvement in development and periodic review. Thirty-six industry-led Sector Skill Councils collaborate with employers to identify emerging skill demands and develop/update job roles and curricula according to the National Skills Qualification Framework.
More than fifteen industry entities have been recognized as Awarding Bodies involved in developing industry-aligned job roles, including HCL Technologies, IBM, Bajaj Finserv, and Microsoft. Since May 2024, the Ministry has conducted over 13 consultations with more than 120 industry stakeholders across sectors, including Larsen & Toubro, Swiggy, and CREDAI, to gather inputs on skill requirements, customized training needs, and technology adoption.
Training Methodology and Quality Assurance
PMKVY 4.0 incorporates mandatory On-the-Job Training (OJT) into Short-Term Training programmes to provide practical workplace exposure, with OJT duration determined by the approved Qualification Pack for each job role. Candidates are assessed only after successfully completing the prescribed OJT component. The scheme also includes mandatory Employability Skills modules and facilitates access to self-paced digital learning through the Skill India Digital Hub.
For monitoring and quality assurance, the Ministry established the Kaushal Samiksha Kendra (KSK) which conducts continuous oversight through physical and virtual inspections of Skill India Centres by officials from the Ministry, Regional Directorate of Skill Development and Entrepreneurship, State Skill Development Missions, and National Skill Development Corporation monitoring teams. These inspections assess compliance with scheme guidelines, identify implementation gaps, and detect irregularities including candidate attendance discrepancies.
Under PMKVY 4.0 Monitoring Guidelines, mismatches between inspection findings and Aadhaar Enabled Biometric Attendance System (AEBAS) records are treated as high-severity non-compliances. Penalties for violations include suspension of training activities, stoppage and recovery of payments, cancellation of accreditation or affiliation, blacklisting of entities, and in cases of serious irregularities, initiation of legal proceedings including FIR registration.
