The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has been implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) since financial year 2020-21 for holistic development of the fisheries and aquaculture sector. During the last three financial years (2023-24 to 2025-26), the total central share approved under the scheme amounted to ₹3,15,982.65 lakhs (₹3.16 lakh crore), with ₹2,20,873.98 lakhs (₹2.21 lakh crore) actually released to states and union territories.

The state-wise allocation shows significant variation in both approved amounts and releases. Kerala received the highest approval at ₹29,144.17 lakhs, followed by Maharashtra (₹18,292.10 lakhs) and Haryana (₹17,252.84 lakhs). Several states including Maharashtra (₹21,258.67 lakhs) and Tamil Nadu (₹17,419.87 lakhs) received more funds than approved, indicating carryover from previous years. Notably, Dadra and Nagar Haveli and Daman and Diu received ₹12,886 lakhs approval but zero release, while Rajasthan received only ₹526.31 lakhs against ₹1,188.42 lakhs approved.

The scheme has contributed significantly to sector growth, with fish production increasing from 141.64 lakh tonnes in 2019-20 to 197.75 lakh tonnes in 2024-25, representing a 39.61% increase. Fisheries exports grew from ₹46,666 crore in 2019-20 to ₹73,890 crore in 2025-26, a 58.34% increase. Fund allocation is based on annual budgetary allocation, state performance, fund absorption capacity, and physical and financial progress, with the government asserting no disparity among states.

The Department has developed a PMMSY Management Information System (MIS) as a centralized digital portal to track project progress, aggregating district and state-level data for monitoring and evaluation. Regular monitoring includes need-based advisories, physical and virtual meetings with states/UTs, and field visits to improve fund utilization efficiency.
