PMMSY Fisheries Scheme Achieves Significant Growth in Production and Exports
The Pradhan Mantri Matsya Sampada Yojana (PMMSY) has completed six years of implementation since its launch in 2020, with the government allocating a record ₹2,500 crore in the Budget Estimate for 2026-27. The scheme has a total outlay of ₹20,750 crore since 2020-21, with the Department of Fisheries approving projects worth ₹21,394.88 crore including a Central share of ₹9,510.89 crore as of 11th August 2026.
Fish production has shown remarkable growth, increasing from 141.64 lakh tonnes in 2019-20 to a record 197.75 lakh tonnes in 2024-25. Fisheries exports have also seen substantial growth, rising from ₹46,663 crore in 2019-20 to ₹73,890 crore in 2025-26. The scheme has created employment opportunities for 58 lakh persons in fisheries and aquaculture-related activities.
Infrastructure Development and Value Chain Strengthening
The scheme has made significant investments in infrastructure development, approving ₹3,741.89 crore for 28 fishing harbour development/modernization projects, 25 fish landing centre projects, and 23 dredging projects. Additionally, ₹2,797 crore has been approved for cold-chain and marketing infrastructure, including 28,489 fish transportation units, 1,394 live fish vending units, 6,018 fish kiosks, 117 retail fish markets, 775 cold storage & ice plants, and 24 wholesale fish markets.
Technology Adoption and Modern Aquaculture
PMMSY has promoted technology-driven aquaculture systems, supporting 12,081 Recirculatory Aquaculture Systems (RAS) and 4,205 Biofloc units. The scheme has approved 52,058 reservoir cages and 23,285.06 hectares of pond area for inland aquaculture, along with 2,672 ornamental fish rearing and integrated ornamental fish units. Twelve Integrated Aquaparks have been approved at a total cost of ₹713.80 crore, and projects worth ₹198.17 crore have been approved for seaweed cultivation and allied activities over the last five years (2020-25).
Community Empowerment and Climate Resilience
The scheme has supported the establishment of 2,195 Fish Farmers Producer Organizations (FFPOs) through projects worth ₹544.86 crore from FY 2021-22 to FY 2025-26. Under the climate resilience initiative, 100 coastal fishermen villages have been identified as Climate Resilient Coastal Fishermen Villages (CRCFV) with a unit cost of ₹200 lakh per village, fully funded by the government.
Digital Transformation and Sub-Schemes
The Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) operates as a Central Sector sub-scheme under PMMSY with an estimated financial outlay of ₹6,000 crore for four years from 2023-24 to 2026-27. The National Fisheries Digital Platform (NFDP) launched under PM-MKSSY in September 2024 has recorded over 37.01 lakh individual registrations as of 8 September 2026, with total registrations crossing 37.23 lakh.
The scheme comprises both Central Sector (fully funded by Central Government) and Centrally Sponsored Scheme (partially funded by Central Government and implemented by States/UTs) components, focusing on genetic improvement, technology demonstrations, harbour modernization, disease surveillance, and strengthening of National Fisheries Development Board (NFDB) and fisheries institutions.
