Rajya Sabha Chairman Shri C.P. Radhakrishnan inaugurated a two-day orientation programme called 'Prarambh' for 67 newly elected/nominated Members of the Rajya Sabha following the 2026 biennial elections. The programme, attended by Deputy Chairman Shri Harivansh, MPs, and senior officers, aims to orient new members during what is described as 'Amrit Kaal' toward building a 'Viksit Bharat @2047' (Developed India by 2047).
The orientation emphasizes the Rajya Sabha's role as the cornerstone of India's federal democracy, uniting diverse regional voices under the common goals of the Constitution, 'Nation First' vision, and the 2047 development target. The programme covers parliamentary procedures including Question Hour, Zero Hour, and Rule 267 applications, which should be used only in 'rarest of rare' situations with House consensus.
Members are encouraged to master legislative processes, budgetary procedures, committee systems, and parliamentary ethics. The curriculum includes modern digital training with a first-of-its-kind hands-on workshop on IT tools, reflecting Parliament's entry into the AI era with tools like Vani Setu for real-time multilingual interpretation. The Chairman emphasized that every parliamentary intervention—questions, laws, policies, and debates—has the potential to transform lives and policies, citing the Technology Upgradation Fund Scheme (TUFS) for textiles as an example of committee work leading to significant policy impact.
