The Reserve Bank of India, after assessing current market conditions, has decided to open a special window to satisfy the entire daily US‑dollar requirements of three public‑sector oil marketing companies (OMCs): Indian Oil Corporation Limited, Hindustan Petroleum Corporation Limited and Bharat Petroleum Corporation Limited. Under this facility, the RBI will undertake the sale of US dollars to the OMCs through designated banks, thereby providing direct foreign‑exchange support to these entities.
Regulatory and policy measures
The special window will become operational from Monday, 12 October 2026, and will remain in force until further notice. The announcement is issued as a press release (2026‑2027/1306) signed by the Chief General Manager, Brij Raj, of the RBI's Department of Communication. No additional conditions or limits on the volume of dollars have been disclosed beyond the intent to meet the full daily requirements of the three OMCs.
The initiative reflects the RBI's proactive stance in ensuring adequate foreign‑exchange liquidity for critical public‑sector enterprises involved in oil marketing, thereby supporting the stability of the external sector and the broader economy.
