The Regional Institute of Cooperative Management (RICM), Chandigarh, under the National Council for Cooperative Training (NCCT), has independently conceptualized and launched the "Meri Samiti Mera Patal" initiative. This program aims to empower and modernize Primary Agricultural Credit Societies (PACS) by addressing their training needs, improving governance structures, and enhancing their public visibility.
The initiative facilitates the creation of digital profiles for PACS and establishes a centralized, transparent, real-time data system to support informed decision-making processes. The implementation is currently limited to the jurisdiction of RICM Chandigarh, covering seven specific regions: Punjab, Haryana, Himachal Pradesh, Jammu & Kashmir, Delhi, Chandigarh, and Leh-Ladakh. Union Minister for Home and Cooperation Shri Amit Shah confirmed in a written reply to Lok Sabha that there is presently no proposal to expand this portal across the country.
The initiative expects to deliver three tangible benefits for PACS and Multi-purpose Cooperative Societies (MPCS) in the implemented areas. Each PACS/MPCS will have a digital profile showcasing its historical data, membership details, services offered, schemes availed, and governance structure, thereby creating digital identity and transparency. The program aims to enhance public visibility of these cooperative societies in the public domain. Additionally, it promotes operational transparency by enabling access to real-time data for stakeholders.
