Union Minister for Rural Development Shri Shivraj Singh Chouhan formally launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 during a hybrid event at Krishi Bhawan on 10 September 2026. The program is a Central Sector Scheme approved with an outlay of ₹565.50 crore for the period 2026–2031, aimed at establishing an integrated, GIS-based 'Land Stack' for land administration.
DILRMP 3.0 represents a significant upgrade from previous phases, which had already achieved 99.90% digitization of Records of Rights (RoRs), 97% digitization of cadastral maps, and computerization of 99% of Sub-Registrar Offices (SROs). The new phase moves from isolated digitization to full system integration, creating a unified Digital Public Infrastructure that links georeferenced maps, Records of Rights, property registrations, and court matters into an interoperable platform.
Key components include the assignment of a 14-digit unique identifier (Bhu-Aadhaar or ULPIN) to every land parcel in the country to establish unambiguous property identities and eliminate fraud. High-footfall Sub-Registrar Offices will be modernized into citizen-friendly Registration Seva Kendras (RSKs) with digital queue management and improved amenities, modeled after Passport Seva Kendras.
The program also includes systematic scanning and digital archiving of historical land and property registration records to protect inheritance rights and curb ancestral land disputes. It establishes a secure digital Registration Repository of registered deeds and encumbrance information to enable ownership verification, transaction history, and property due diligence. The Revenue Court Case Management System (RCCMS) will be modernized and linked directly with land records to reduce case pendency and expedite mutation settlements. Additionally, the NAKSHA pilot project will be accelerated to create accurate, GIS-based urban land records and issue Urban Property Cards (UrPro Cards).
Implementation will be across all States and Union Territories with 100% central funding under a phased, performance-linked mechanism managed through the Public Financial Management System (PFMS). Progress will be monitored in real-time via an upgraded DILRMP-MIS dashboard overseen by the Project Sanctioning & Monitoring Committee (PS&MC). Minister Chouhan emphasized that land represents the pride of farmers and generational heritage, making accurate and accessible documentation vital for improving Ease of Living for rural citizens, farmers, and property owners.
