Ministry of Rural Development Notifies Expanded Viksit Bharat-G RAM G Works Schedule
The Ministry of Rural Development has officially notified the Schedule of Permissible Works under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, establishing a comprehensive framework of 375 permissible works for rural development initiatives. This represents a significant 41 percent expansion from the previous framework which contained only 266 works.
The new framework reorganizes works around four thematic pillars: Water Security with 128 works (the largest category), Core Rural Infrastructure with 111 works, Livelihood-related Infrastructure with 98 works, and Special Works for Extreme Weather Events and Disaster Preparedness with 38 works. This structure moves beyond conventional asset types to align wage employment with creating durable rural assets and measurable development outcomes.
Detailed Work Category Breakdown
Water Security works include check dams, gully plugs, underground dykes, recharge shafts, injection wells, river and nallah rejuvenation, waterlogged land reclamation, field water-distribution channel renovation, drip irrigation, sprinkler systems, rooftop rainwater harvesting, tankas, ice-stupas, and artificial glaciers for water conservation and irrigation.
Core Rural Infrastructure comprises 111 works including solar street lighting, waste-to-wealth recycling plants, greywater treatment units, segregation sheds, rural libraries, veterinary and rural health centres, Common Service Centres, multipurpose youth centres, community facilities, additional classrooms and laboratories in government schools, repair and maintenance of Jal Jeevan Mission water-supply infrastructure, rural parks, footpaths, and other village-level amenities.
Livelihood-related Infrastructure includes 98 works such as agro-processing and value-addition infrastructure, cleaning, grading and packaging units, cold storage facilities, mini flour mills, market yards, dairy infrastructure, mushroom cultivation sheds, sericulture sheds, poly-houses, aquaculture structures, infrastructure for Self-Help Groups and their federations (SHG worksheds, SHE Marts, federation buildings), and training-cum-skill development centres. This category now represents 26 percent of total permissible works, a substantial increase from 1.1 percent under the previous framework.
Disaster Preparedness and Climate Resilience includes 38 dedicated works such as flood relief shelters, retaining walls, embankment strengthening, flood protection works, post-disaster restoration of rural roads and community assets, and forest-fire management measures including fire lines and fuel-buffer zones.
Focus on Specific Demographic Groups
The Schedule places particular emphasis on agriculture and vulnerable groups, with 181 works dedicated to agriculture and allied activities (including 52 individual-beneficiary works), 107 works tagged for Antyodaya/vulnerable households (including 68 individual-beneficiary works covering housing, sanitation, energy, irrigation, plantations, and livestock shelters), 36 works related to Nari Shakti (women's empowerment), and 36 works related to Yuva Shakti (youth development).
The framework also includes provisions for Divyangjan accessibility with construction of stairs and ramps in government buildings, emergency evacuation and relief shelters in border areas, renewable-energy infrastructure, and circular-economy interventions.
Implementation Mechanism
All works will be planned through Viksit Gram Panchayat Plans based on local needs and approved by the Gram Sabha, following a bottom-up, decentralized planning process. The digital tracking mechanism through the Viksit Bharat National Rural Infrastructure Stack will facilitate convergence of investments across Central, State and local schemes while helping avoid duplication. The new Schedule aims to contribute to the vision of Viksit Bharat @2047 by aligning employment generation with water security, durable rural infrastructure, livelihood creation, climate resilience and inclusive development.
