The Ministry of Rural Development has officially notified the Schedule of Permissible Works under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, comprising 375 permissible works under the new rural employment framework. This represents a significant 41 percent expansion from the previous scheme's 266 works.
The works have been reorganized around four thematic pillars: Water Security with 128 works (including check dams, gully plugs, underground dykes, recharge shafts, injection wells, river rejuvenation, waterlogged land reclamation, drip irrigation, sprinkler systems, rooftop rainwater harvesting, ice-stupas, and artificial glaciers); Core Rural Infrastructure with 111 works (including solar street lighting, waste-to-wealth recycling plants, greywater treatment units, segregation sheds, rural libraries, veterinary and health centres, Common Service Centres, multipurpose youth centres, and repair of Jal Jeevan Mission infrastructure); Livelihood-related Infrastructure with 98 works (including agro-processing units, cleaning/grading/packaging facilities, cold storage, mini flour mills, market yards, dairy infrastructure, mushroom cultivation sheds, sericulture sheds, poly-houses, aquaculture structures, SHG worksheds, SHE Marts, and training-cum-skill development centres); and Special Works for Extreme Weather Events and Disaster Preparedness with 38 works (including flood relief shelters, retaining walls, embankment strengthening, flood protection works, post-disaster restoration, and forest-fire management measures).
The framework places particular emphasis on specific beneficiary groups: 181 works are dedicated to agriculture and allied sectors (including 52 individual-beneficiary works), 107 works are tagged for Antyodaya/vulnerable households (including 68 individual-beneficiary works covering housing, sanitation, energy, irrigation, plantations, and livestock shelters), with 36 works each specifically related to Nari Shakti (women's collectives and SHG infrastructure) and Yuva Shakti (youth centres and skill development infrastructure).
The new framework moves beyond conventional asset lists to align wage employment with creating durable rural assets and measurable development outcomes. All works will originate through a bottom-up, decentralized planning process under Viksit Gram Panchayat Plans approved by Gram Sabhas, and will be digitally tracked through the Viksit Bharat National Rural Infrastructure Stack to facilitate convergence of investments across Central, State, and local schemes while avoiding duplication. The schedule also includes explicit provisions for Divyangjan accessibility and emergency evacuation shelters in border areas, contributing to the vision of inclusive and climate-resilient rural development.
