Samarth Scheme Financial Allocation and Utilization 2017-2026
The Ministry of Textiles' Samarth Scheme (Scheme for Capacity Building in Textiles Sector) has allocated a total of ₹1.1k crore over nine financial years from 2017-18 to 2025-26. The scheme follows a demand-driven, placement-oriented skilling approach covering the entire textile value chain except spinning and weaving. Funds are allocated directly to implementing partners without state or district-wise allocation.
Financial year-wise allocation and release data shows: 2017-18 (₹100 crore allocated, ₹100 crore released), 2018-19 (₹42 crore allocated, ₹16.99 crore released), 2019-20 (₹102.10 crore allocated, ₹72.06 crore released), 2020-21 (₹80 crore allocated, ₹90.70 crore released), 2021-22 (₹90 crore allocated, ₹85.69 crore released), 2022-23 (₹25 crore allocated, ₹23.27 crore released), 2023-24 (₹115 crore allocated, ₹114.99 crore released), 2024-25 (₹331 crore allocated, ₹260.26 crore released), and 2025-26 (₹260 crore allocated, ₹255.42 crore released).
Training and Placement Outcomes
Since inception through March 2026, the scheme has successfully trained and certified 6.17 lakh beneficiaries, with 5.17 lakh beneficiaries provided placement across India. In Rajasthan specifically, including the Jhunjhunu Lok Sabha Constituency, 27,497 beneficiaries have been placed. The demographic breakdown shows 23,102 women beneficiaries, 10,727 from Scheduled Castes, and 4,753 from Scheduled Tribes.
Implementation Structure
The scheme operates through 370 empaneled Implementing Partners (IPs) consisting of 327 textile industry/industry associations, 38 state/central government agencies, and 5 sectoral organizations. Training targets are allocated directly to IPs, who may establish training centers across various states and districts. Due to performance issues, the training targets of 97 Implementing Partners have been rationalized, while targets of 32 Partners have been cancelled due to slow progress or non-commencement of training activities.
