The Ministry of Skill Development and Entrepreneurship (MSDE) has developed the Skill India Digital Hub (SIDH), a Digital Public Infrastructure (DPI) for the skilling ecosystem, launched on 13th September 2023. This unified platform integrates training, assessment, certification, employment and entrepreneurship services, bringing together training providers, employers and government schemes onto a common interoperable ecosystem. Built on a mobile-first approach, SIDH is interoperable with other Government platforms including National Career Service, eShram, DigiLocker and BHASHINI.

As per SIDH data, total learner registrations stand at 35,17,023 under PMKVY 4.0, 52,98,397 under the National Apprenticeship Promotion Scheme (NAPS), 10,19,992 under the Jan Shikshan Sansthan (JSS) scheme, and 4,96,755 under the Skilling for AI Readiness (SOAR) initiative. The platform has registered 78,647 trainers holding valid Trainer IDs and onboarded 13,633 training centres under PMKVY 4.0 (Short Term Training and Special Projects), 296 training centres under the JSS scheme, and 13,888 Industrial Training Institutes (ITIs).

The National Council for Vocational Education and Training (NCVET) launched the Skilling for AI Readiness (SOAR) initiative to equip learners, educators and the workforce with foundational Artificial Intelligence knowledge and practical competencies. The initiative comprises nationally recognised, NSQF-aligned, fully online and self-paced AI courses delivered through SIDH. As of 22.07.2026, 4,96,426 learners have enrolled and 98,576 learners have been certified under SOAR courses, which have been expanded beyond foundational AI literacy to include AI for jobs, workplace productivity, sector-specific applications, and contextualised AI applications for the informal sector.

State-wise data shows significant variation in enrollment and certification patterns across schemes. Uttar Pradesh leads in total enrollments across all schemes with 6,91,315 in PMKVY 4.0, 4,10,215 in NAPS, 1,65,567 in JSS, and 10,35,939 in ITI, while Maharashtra leads in SOAR enrollments with 71,075. Certification rates vary by state and scheme, with overall certification rates of 19.0% for PMKVY 4.0, 16.8% for NAPS, 99.4% for JSS, and 28.0% for ITI programs.

The Government has implemented measures to ensure access to digital skilling platforms across rural, remote and aspirational districts through an integrated online and offline approach. This includes multilingual awareness campaigns, digital outreach, community mobilisation through Panchayats and Common Service Centres, workshops, and on-ground support initiatives. District Skill Committees identify local skilling requirements and facilitate training opportunities in rural and underserved areas, supported by Skill Hubs under PMKVY 4.0 and the Jan Shikshan Sansthan Scheme.

SOAR courses are credit-linked under the National Credit Framework (NCrF), with credits integrated with the Academic Bank of Credits (ABC) to facilitate transparent recognition and accumulation of learning outcomes, promoting portability, transparency and lifelong learning within the skilling ecosystem. The Government is promoting skilling in emerging technologies including Artificial Intelligence, Machine Learning, Robotics, Cloud Computing, Internet of Things, Data Analytics, Cyber Security and Green Technologies through digital and blended learning models and industry partnerships.
