Smart Cities Mission Evaluation Report
NITI Aayog's September 2025 report titled 'Evaluation of Centrally Sponsored Schemes in Package 4 – Urban Transformation and Skill Development' has concluded that the Smart Cities Mission demonstrates strong alignment with national urban priorities and citizen needs, contributing significantly to multiple United Nations Sustainable Development Goals. The Mission achieved a high project completion rate of 93% of 8,063 projects and 100% completion of Integrated Command and Control Centres (ICCCs), leading to measurable improvements in urban liveability, mobility, safety, and environmental outcomes.
As reported by States/UTs as on 31.03.2026, the Smart Cities Mission undertook a total of 8,064 projects amounting to ₹1,64,811 crore, out of which 7,790 projects (97% of total projects undertaken) worth ₹1,56,257 crore have been completed. The key transformative outcomes include the establishment of 100 ICCCs for functions spanning crime monitoring, citizen safety, transport, waste, water, and disaster management. More than 83,000 CCTV surveillance cameras were installed for public safety and security, while over 1,300 public-space projects were completed along with conservation of 484 heritage sites and market redevelopments in 58 cities.
Infrastructure improvements include 17,000+ km of water supply network monitored via SCADA, reducing leakages and non-revenue water. The ICCCs monitor RFID-enabled waste-collection vehicles, improving routes and collection efficiency for solid waste management. In mobility infrastructure, 1,700+ km of smart, accessible roads were built, with Intelligent Traffic Management Systems deployed and monitored via ICCCs for better traffic management. Additionally, 194 Public Private Partnership projects worth ₹9,190 crore have been completed.
Following the closure of the Smart Cities Mission on 31.03.2025, the Ministry of Housing and Urban Affairs issued Advisory No. 27 dated 10th June, 2025 to all States/UTs. The advisory directs Special Purpose Vehicles to ensure timely completion of all ongoing SCM projects and prepare Operation & Maintenance plans for the assets created. The advisory outlines the envisioned future role of SPVs of smart cities and a roadmap for the continued functioning of ICCCs, emphasizing repurposing of SPVs to meet emerging urban challenges.
