The Ministry of Social Justice & Empowerment (MoSJE), as the nodal ministry for drug demand reduction, has implemented the National Action Plan for Drug Demand Reduction (NAPDDR) and Nasha Mukt Bharat Abhiyaan (NMBA) launched in 2020, aligning with Prime Minister Narendra Modi's vision of creating a drug-free India.
According to the Ministry's first nationwide survey on substance use conducted in 2019, over 7 crore individuals in India are affected by substance use disorder, including approximately 1.2 crore children and 58 lakh women. This data highlighted the scale of the problem and prompted expanded government intervention.
The Ministry has significantly expanded treatment and rehabilitation services, establishing 768 de-addiction and rehabilitation centres across the country. This expansion has resulted in a remarkable 294% increase in persons seeking treatment, growing from 2.08 lakh in 2020 to more than 8.20 lakh in 2025. The toll-free de-addiction helpline 14446 has received 4.69 lakh calls, serving as the first point of contact for individuals and families seeking assistance.
The NMBA App 2.0 supports States, Districts, spiritual organisations, and other stakeholders in uploading field-based activities data with real-time visibility. The recent Nasha Mukt Bharat Saptah observed from 17 June to 26 June 2026 at Dev Sanskriti Vishwavidyalaya, Haridwar, witnessed participation of more than 1.31 crore citizens through awareness generation and community mobilization activities including registration drives, seminars, webinars, training programs, street plays, rallies, yoga sessions, and various competitions.
Union Minister Dr. Virendra Kumar emphasized the need for collective and coordinated action from all stakeholders including the general public, State and UT governments, line Ministries, and civil society. Secretary Shri Sudhansh Pant highlighted the Jan Andolan approach towards creating a Sashakt, Viksit and Nasha Mukt Bharat, urging citizens to take the pledge at https://nmba.dosje.gov.in/content/take-a-pledge and register as Nasha Mukti Mitr.
