The Ministry of Panchayati Raj provided a comprehensive update on the SVAMITVA Scheme as of August 2026, detailing nationwide implementation progress and financial utilization. Under the scheme, drone surveys have been completed in 3.30 lakh villages across India, with 3.24 crore Property Cards prepared for 1.97 lakh villages. Approximately 2.72 crore Property Cards have been distributed to property owners, providing formal documentation of property rights in rural inhabited areas.
The scheme's primary objective is to establish a Record of Rights for rural property owners using drone survey and Continuously Operating Reference Stations (CORS) technology to create high-accuracy maps of abadi areas. This transparent process includes ground verification and dispute resolution mechanisms to ensure accurate ownership records and reduce property-related disputes. The Ministry reported no major challenges related to property disputes, survey operations, or public awareness.
Significantly, the scheme has enabled institutional credit access using property cards as collateral. Collaborative efforts between the Ministry of Panchayati Raj, Department of Financial Services, and State Revenue Departments have facilitated bank acceptance of these cards through State Level Bankers' Committee forums. To date, 11,147 loans worth ₹1,713 crore have been disbursed based on SVAMITVA property cards, with Rajasthan accounting for the majority at 8,808 loans worth ₹15,196.783 crore, followed by Madhya Pradesh with 2,202 loans worth ₹177.7737 crore.
State-wise implementation data shows varied progress across states. Madhya Pradesh leads in scale with 43,014 notified villages surveyed and 68.19 lakh property cards prepared, followed by Maharashtra with 37,819 villages surveyed and 39.71 lakh cards prepared. Gujarat has prepared 18.63 lakh cards for 11,624 villages, while Haryana has distributed all 25.16 lakh cards prepared for its 6,260 villages. Several states including Arunachal Pradesh, Assam, Jharkhand, Kerala, Manipur, Sikkim, Tamil Nadu, and Telangana show minimal or no progress in property card preparation or distribution.
The Ministry funds the Survey of India for drone survey and map preparation, while subsequent activities including ground truthing, card preparation, and distribution are undertaken by States/UTs. The scheme targets covering 3.38 lakh villages within its implementation period, with current progress at 3.30 lakh villages surveyed representing 97.7% of the target.
