The Ministry of Panchayati Raj provided an update on the SVAMITVA Scheme, which aims to establish rural property ownership rights through advanced technological implementation. The scheme's primary objective is to provide Record of Rights to property owners in rural inhabited areas using drone survey and Continuously Operating Reference Stations (CORS) technology to create high-accuracy maps of village abadi areas.
As of the latest data, the scheme has facilitated significant financial inclusion with 11,147 loans worth ₹1,713 crore disbursed to rural property owners using SVAMITVA property cards as collateral. The technological infrastructure has seen substantial coverage with drone surveys completed in 3.30 lakh villages across India.
The Ministry collaborates with the Survey of India and State Governments to implement the scheme, conducting regular review meetings to ensure timely completion of drone-based mapping. The spatial data generated is shared with respective State Governments and leveraged through Gram Manchitra, a GIS-based spatial planning application that enables Gram Panchayats to visualize village-level geospatial information including habitation areas, roads, public infrastructure, natural resources, water bodies, and community assets.
Gram Manchitra integrates geospatial data from multiple sources, including SVAMITVA Scheme data, with planning and governance data to support evidence-based preparation and implementation of Gram Panchayat Development Plans (GPDPs). The application facilitates infrastructure gap identification, prioritization of development works, optimal asset creation, project monitoring, and resource convergence across various government schemes.
The transparent process includes ground verification and dispute resolution mechanisms to ensure ownership records are finalized fairly and accurately. The high-accuracy maps help reduce property-related disputes by clearly demarcating property boundaries, thereby strengthening decentralized planning, improving transparency, and enabling informed decision-making by Gram Panchayats for sustainable rural development.
