Swachh Bharat Mission Progress Report
The Swachh Bharat Mission (SBM), launched on October 2, 2014, has evolved from toilet construction into a comprehensive sanitation movement covering waste management, behavior change, and citizen participation. The mission consists of two components: SBM-Grameen focusing on rural sanitation and SBM-Urban focusing on urban areas.
Rural Sanitation Achievements
As of September 17, 2026, India has attained over 5.69 lakh ODF Plus villages, with more than 5.25 lakh achieving ODF Plus Model status. More than 5.38 lakh villages have established solid waste management arrangements, and over 5.65 lakh villages have liquid waste management systems. At the village household level, 12.22 crore individual toilets and 98,273 biogas plants have been constructed. A total of 1,314 GOBARdhan biogas plants are currently operational across 585 districts.
Urban Sanitation Infrastructure
In urban areas, 95,478 wards have achieved 100% door-to-door solid waste collection, while 83,963 wards have 100% solid waste segregation at source. India operates 3,254 solid waste-to-compost plants processing 1.39 lakh tonnes daily and 60 solid waste-to-energy plants processing 25,759.50 tonnes of waste per day. The urban infrastructure includes 1,112 sewage treatment plants processing 41,020.63 megalitres and 1,131 faecal sludge treatment plants processing 95,371 kilolitres of liquid waste daily. Urban areas have 68,339 public sanitation facilities comprising 37,766 public toilets, 25,512 community toilets, and 5,061 urinals.
Swachhata Hi Seva 2026 Campaign
The Swachhata Hi Seva (SHS) campaign, running annually since 2017, is currently underway from September 17 to October 2, 2026, with the theme "Swachhata Mein Sahbhag; Swachh Bharat, Viksit Bharat." The campaign follows a 'Whole of Government' and 'Whole of Society' approach with five core activity pillars:
1. Transformation of Cleanliness Target Units (CTUs) and public places through waste removal, beautification, and sustained maintenance using the Swachhata App for grievance reporting
2. Swachh Paathshala - Yuva for Swachhata engaging students from Classes 6 to 12 in Swachhata Gyan Yatras and discussions on sanitation, hygiene, and water conservation
3. SafaiMitra Suraksha Seva Evam Samman Shivirs providing health services, safety equipment, and welfare linkages for sanitation workers
4. Jan Bhagidari for Swachhata encouraging citizen ownership through SWM Rules 2026 awareness, segregation demonstrations, anti-littering campaigns, and eco-friendly festival practices
5. Swachhata Se Samriddhi promoting Reduce, Reuse, Recycle practices through Kabaad Se Jugaad and Kabaad Se Kala initiatives
Historical Campaign Participation Data

Campaign Evolution
The SHS campaign has evolved from initial focus on toilet construction (2017-2018) to plastic waste management (2019), visual cleanliness (2021-2022), garbage-free India (2023), behavioral change (2024 Swabhav Swachhata theme), community celebrations (2025 Swachhotsav), and currently collective ownership (2026 Swachhata Mein Sahbhag).
