The U.S. Trade Representative (USTR) Jamieson Greer announced a proposal to impose tariffs of at least 10% on imports from roughly 60 economies that are deemed to have inadequate policies to block goods made with forced labor, citing Section 301 of the Trade Act.
Economies that have enacted forced‑labor bans or partial restrictions would face an additional duty of 10%; all other economies would be subject to a 12.5% tariff.
The investigation targets major trading partners including China, India, Japan, South Korea, Britain, Australia, Brazil, Vietnam, the European Union, Canada, Mexico, Indonesia and Pakistan.
A special textile mechanism is proposed to allow limited volumes of apparel and textile imports from certain economies to enter at reduced tariff rates.
Public comments on the proposal are to be submitted by 6 July 2026, with hearings scheduled for 7 July 2026.
