VB-G RAM G Act Implementation and Rural Employment Enhancement
The Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 has come into force effective July 1, 2026, with the primary objective of enhancing livelihood security for rural households through a strengthened statutory framework. The Act enhances guaranteed wage employment from 100 days to 125 days per financial year for every rural household whose adult members volunteer for unskilled manual work.
Financial Allocation and Funding Pattern
For the financial year 2026-27, the Central Government has allocated ₹95,692.31 crore at the Budget Estimate stage, representing the largest-ever allocation for rural employment. With the inclusion of estimated State shares, the total program outlay is expected to exceed ₹1.51 lakh crore. The fund sharing pattern is structured as 90:10 (Central:State) for North Eastern States, Himalayan States, and the Union Territory of Uttarakhand, Himachal Pradesh, and Jammu & Kashmir, while other States and Union territories with legislature follow a 60:40 sharing ratio.
Worker Rights and Payment Mechanisms
The Act strengthens statutory rights by expressly providing for unemployment allowance when employment is not provided within stipulated timeframes and compensation for delays in wage payments. Wage payments are processed through the DBT-SPARSH platform to ensure timely, transparent, and accountable direct transfers to workers' bank accounts. The implementation framework includes simplified mechanisms for registration and demand for employment.
Implementation Framework and Monitoring
The Act adopts a Whole-of-Government Approach promoting convergence with other Central and State Government programs, with emphasis on water-related works, core rural infrastructure, livelihood-related infrastructure, and mitigation works for extreme weather events. Gram Panchayats continue to play important roles in scheme implementation. A comprehensive institutional framework includes technology-enabled planning, implementation, monitoring through Management Information System (MIS), periodic review meetings, social audits, inspections, and a multi-tier grievance redressal mechanism at Block and District levels for time-bound dispute resolution.
Expected Outcomes
The enhanced program is expected to significantly accelerate rural transformation, large-scale employment generation, and income enhancement in rural areas while ensuring transparency, accountability, and efficient service delivery in accordance with the VB-G RAM G Act, 2025 provisions.
