Vibrant Villages Programme Overview
The Vibrant Villages Programme (VVP) is a comprehensive border development initiative with a combined outlay of Rs 11,639 crore implemented through two distinct phases. The programme aims to transform India's border villages from remote outposts into strategic partners in national security and development by improving infrastructure, connectivity, and livelihood opportunities across villages along India's 15,000 km international land border with seven neighboring countries.
Programme Structure and Funding
VVP operates through two phases: VVP-I is a Centrally Sponsored Scheme focused on northern borders with an outlay of Rs 4,800 crore for financial years 2022-23 to 2026-27, of which Rs 2,500 crore is specifically earmarked for road connectivity. VVP-II is a Central Sector Scheme approved on April 2, 2025, with full central funding of Rs 6,839 crore until financial year 2028-29. The programme collectively covers 2,616 villages across India's entire international land border.
Geographical Coverage
VVP-I covers 662 strategic villages in 46 blocks across 4 states and 1 Union Territory (Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand, and Ladakh) serving a population of approximately 1.42 lakh people. VVP-II extends coverage to 1,954 villages in 334 blocks across 15 states and 2 Union Territories, excluding blocks already covered under VVP-I to avoid duplication. The included states/UTs are Arunachal Pradesh, Assam, Bihar, Gujarat, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh, West Bengal, Jammu and Kashmir (UT), and Ladakh (UT).
Implementation Progress
As of July 2026, the Ministry of Home Affairs has sanctioned 1,248 projects with an outlay of Rs 3,020.32 crore, with an additional 1,655 projects sanctioned by Central Ministries under convergence. The state-wise project sanction breakdown shows Arunachal Pradesh leading with 832 projects, followed by Uttarakhand (152), Himachal Pradesh (98), Ladakh (79), and Sikkim (87). A total of Rs 953.47 crore has been released to states and Union Territories, with 283 projects reported completed.
Infrastructure Development
The programme has sanctioned 111 road projects with an outlay of Rs 2,481.93 crore, connecting 134 previously inaccessible villages and including 35 long span bridges. Under tourism development, 327 projects with an outlay of Rs 145 crore have been approved, encompassing viewpoints, adventure tourism, eco-tourism, eco-resorts, trek routes, and tourist centers.
Outreach and Service Delivery
Extensive outreach activities have been conducted, with over 8,800 activities held until July 31, 2026, including awareness drives, service delivery camps, health and veterinary camps, and skill training. State-wise activity distribution shows Arunachal Pradesh (2,990 activities), Ladakh (2,221), Uttarakhand (2,038), Himachal Pradesh (1,037), and Sikkim (530).
Strategic Objectives and Impact
The programme employs Village Action Plans and a convergence-based approach to ensure saturation of existing government schemes, with a High-Powered Committee chaired by the Cabinet Secretary authorized to recommend relaxations in scheme guidelines for border-specific challenges. Key impacts include reverse migration in Arunachal Pradesh's border villages of Kurung Kumey, Dibang Valley, and Shi-Yomi districts, economic development through border tourism, cooperatives, self-help groups, and local procurement by border guarding forces, and improved governance through coordinated planning across departments.
