Vice-President Shri C. P. Radhakrishnan addressed the Valedictory Programme of Phase-II training for IAS Officer Trainees of the 2024 batch at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie on August 20, 2026. The address focused on the critical role of civil services in India's development framework, particularly in implementing the Viksit Bharat @ 2047 vision through inclusive development that reaches the last mile. Radhakrishnan emphasized that civil servants serve as the vital link between policy formulation and grassroots implementation.

The Vice-President urged officers to adopt "Sevabhav and Kartavyabodh" (service attitude and duty consciousness) as their guiding principles and prioritize team excellence over individual or group achievements. He stressed the importance of building cohesive teams, motivating colleagues, and continuing good practices established by predecessors. A significant highlight was the acknowledgment of increasing gender representation, with approximately 41% of the 2024 batch consisting of women officers, which he described as a powerful testament to Nari Shakti where talent rises above stereotypes.

Radhakrishnan called for the integration of emerging technologies including Artificial Intelligence, Natural Language Processing, Machine Learning, and Blockchain to enhance governance efficiency, transparency, and citizen service delivery. He emphasized the need for continuous learning, adaptability, and future-readiness among civil servants. On leadership values, he stated that true leadership is measured not by power or position but by the ability to act ethically in difficult situations, with character and integrity forming the foundation of public service.

The event was attended by Uttarakhand Governor Lieutenant General (Retd.) Gurmit Singh, State Minister of Agriculture & Farmers Welfare and Soldier Welfare Ganesh Joshi, and LBSNAA Director Dr. B. Rajender. The Vice-President also paid floral tributes to Sardar Vallabhbhai Patel and former Prime Minister Lal Bahadur Shastri at the academy premises.
