The Ministry of Panchayati Raj provided a detailed update on the implementation of the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) scheme in West Bengal. This centrally sponsored scheme, operational since FY 2022-23, aims to strengthen the capacity of Panchayati Raj Institutions by training elected representatives and developing Panchayat infrastructure across all states and UTs.
During the four-year period from FY 2022-23 to FY 2025-26, the central government released ₹130.65 crore as its share to West Bengal under the scheme. The state utilized ₹268.26 crore total, which included central share, state share, and unspent balances from previous years. The scheme has enabled training for 517,632 elected representatives on various aspects of rural governance during this period.
Infrastructure development under the scheme included approval of 199 units for construction of Panchayat Bhawans and 1,712 units of computers from FY 2023-24 to FY 2025-26. As of 5th August 2026, the state reported completion of 124 Panchayat Bhawans and procurement of 1,185 computers. According to the state's Annual Action Plan for FY 2025-26, only 87 out of 3,339 Gram Panchayats lack their own building.
The scheme operates on a demand-driven basis with funds released to states/UTs based on Annual Action Plans approved by the Central Empowered Committee, pace of expenditure, and submission of required documentation. For FY 2026-27, ₹8.00 crore as central share was released to West Bengal in the first installment as of 10th July 2026.
Additionally, the Ministry is implementing the e-Panchayat Mission Mode Project to promote e-enablement of Panchayats. As of 6th August 2026, 267 Panchayats have onboarded on Government e Marketplace (GeM) Portal, and 1,881 Gram Panchayats have uploaded their Gram Panchayat Development Plan on eGramSwaraj Portal for Plan Year 2026-27. The state government reported that 10,111 elected representatives have been trained in FY 2026-27 as of the reporting date.
