The Ministry of Finance (Department of Revenue) has imposed definitive countervailing duty (CVD) on imports of solar glass (Textured Tempered Glass) from Malaysia for a period of five years from June 02, 2026, through Notification No. 02/2026-Customs (CVD).

Duty Application by Producer

1. Xinyi Solar (Malaysia) Sdn. Bhd. - Specific duty rate applied when importing from Malaysia

2. SBH Kibing Solar New Materials (M) SDN. BHD - Specific duty rate applied when importing from Malaysia

3. Any Producer other than above - Different duty rate applied for imports from Malaysia

4. Any Producer - Duty applied when importing from any country other than Malaysia but exported from Malaysia

Conditional Requirements

The application of individual duty rates for specific producers requires presentation of a valid commercial invoice with a declaration stating: "I, the undersigned, certify that the (volume) of (product concerned) sold for export to India covered by this invoice was manufactured by (company name and address) in Malaysia. I declare that the information provided in this invoice is complete and correct."

If no such invoice is presented, the duty applicable to all other producers applies.

Duration and Payment

  • The countervailing duty shall be levied for five years from the date of publication (unless revoked, superseded or amended earlier)
  • Duty payable in Indian currency
  • Exchange rate determination follows Customs Act, 1962 provisions
