The Competition Commission of India (CCI) has imposed significant penalties on HP India and five of its resellers for engaging in anti-competitive practices in the supply of personal system products. Through an order dated July 13, 2026, issued under Section 27 of the Competition Act, 2002, the CCI levied a penalty of ₹126.87 crores on HP India and a combined penalty of approximately ₹1.22 crores on its five resellers for cartelization activities.
The Commission found that HP India was engaged in dictating bid prices to resellers and manipulated reseller participation in Government e-Marketplace (GeM) tenders by withholding authorization to benefit itself, constituting violations of Sections 3(3)(d) read with Section 3(1) of the Competition Act. The five resellers - Delphi Infosolutions, Digitech Computers, Orbit Techsol, Hind Technocare, and Krishna Computers - were found to be acting in collusion with HP India in these anti-competitive practices.
Additionally, the CCI found officials of HP India and its resellers liable under Section 48 of the Act and imposed monetary penalties upon them. The Commission directed all parties to cease and desist from the anti-competitive conduct. The proceedings originated from a lesser penalty application filed by HP India under Section 46 of the Act read with Section 19(1)(a), alleging cartelization among HP India and its resellers. The case was registered as Suo Moto Case No. 07 of 2020.
