Government Strengthens Cyber Resilience Against AI-Enabled Threats
The Indian government has implemented comprehensive measures to address evolving cybersecurity threats from Artificial Intelligence, recognizing that AI technologies may increase systemic cyber risks by enabling automated reconnaissance, rapid vulnerability exploitation, credential compromise, and multilingual social engineering campaigns. These capabilities lower attack costs, accelerate weaponization, and make phishing and impersonation attacks more scalable and difficult to detect.
CERT-In's AI-Driven Security Initiatives
The Indian Computer Emergency Response Team (CERT-In) has deployed AI-driven situational awareness systems to detect malicious domains and phishing activities for necessary mitigation. The organization has extended AI-enabled vulnerability assessment for public-facing digital assets in a sandbox environment to detect and mitigate vulnerabilities. CERT-In also operates an automated cyber threat intelligence exchange platform for sharing tailored alerts with organizations across sectors for proactive threat mitigation actions.
Cyber Security Exercises and Training
During June–July 2026, CERT-In conducted 10 tailored cyber security exercises and drills on the theme "Building Resilience against Frontier AI-driven Cyber Threats" involving 1,470 participants from 345 Government and private organizations across critical sectors including Power, Telecom, Banking, Financial Services and Insurance (BFSI), Transport, Education, Health and Space. CERT-In conducts cyber security training programs in collaboration with industry partners to upskill the cyber security workforce in Government, public and private sectors.
Certification and International Collaboration
In September 2024, CERT-In and SISA launched the Certified Security Professional in Artificial Intelligence (CSPAI) program, which is American National Standards Institute (ANSI) National Accreditation Board (ANAB) approved. This program aims to equip cybersecurity professionals with skills to secure AI systems, proactively address AI-related threats, and ensure trustworthy AI deployment. CERT-In is also an international partner that co-signed the joint high-level risk analysis report on Artificial Intelligence entitled "Building trust in AI through a cyber-risk-based approach," published by the National Cybersecurity Agency for France (ANSSI) in February 2025.
Comprehensive Advisories and Guidelines
CERT-In has issued multiple advisories and guidelines, including: June 2026 guidelines requiring all Original Equipment Manufacturers (OEMs) and technology providers to implement AI-accelerated vulnerability protection, AI-assisted security testing, continuous monitoring, patch management, and incident response frameworks; May 2026 "Blueprint for Reducing Exposure and Defending against AI-Assisted Vulnerabilities Exploitation in Digital Infrastructure"; April 2026 advisory "Defending Against Frontier AI Driven Cyber Risks" outlining comprehensive measures for organizations, MSMEs, and individuals; July 2025 technical guidelines for Bill of Materials (BOM) for software, hardware, Artificial Intelligence, Quantum Computing & Cryptography requirements; March 2025 best practices for effective and responsible use of Generative AI solutions; February 2025 "Cyber Security Guidelines for Smart City Infrastructure" including measures for secure usage of AI and ML; November 2024 advisory on deepfake threats and protective measures; August 2023 whitepaper with Mastercard highlighting increasing API attacks and AI mitigation; and May 2023 advisory on safety measures against adversarial threats from AI-based applications. CERT-In continues to issue alerts and advisories regarding the latest cyber threats, vulnerabilities, and countermeasures on an ongoing basis.
