Ministry of Home Affairs Cyber Crime Mitigation Initiatives
The Ministry of Home Affairs has established comprehensive mechanisms to combat cyber crimes through the Indian Cyber Crime Coordination Centre (I4C). As per the constitutional framework, police and public order are state subjects, with the Central Government supplementing state initiatives through advisories and financial assistance for capacity building of Law Enforcement Agencies.
Financial Fraud Prevention Achievements
The Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), operational since 2021 under I4C, has achieved significant results. As of June 30, 2026, the system has saved financial amounts exceeding Rs. 11,158 Crore across more than 32.80 lakh complaints. A toll-free Helpline number '1930' has been operationalized to assist in lodging online cyber complaints.
Infrastructure and Coordination Mechanisms
A State of the Art Cyber Fraud Mitigation Centre (CFMC) has been established at I4C where representatives of major banks, financial intermediaries, payment aggregators, telecom service providers, IT intermediaries, and state/UT law enforcement agencies work together for immediate action. The government has blocked more than 15.75 lakh SIM cards and 5.77 lakh IMEIs as reported by police authorities as of June 30, 2026.
Suspect Registry and Transaction Declination
The Suspect Registry of identifiers of cyber criminals, launched on September 10, 2024, in collaboration with banks and financial institutions, has processed more than 30.48 lakh suspect identifier data from banks and identified 32.08 lakh Layer 1 mule accounts. This initiative has declined transactions worth Rs. 25,698 crores as of June 30, 2026.
Investigation and Forensic Support
The Samanvaya Platform serves as a Management Information System, data repository, and coordination platform for law enforcement agencies. It has led to the arrest of more than 29,837 accused and processed over 2,33,593 cyber investigation assistance requests. The 'Pratibimb' module maps criminal locations and crime infrastructure while facilitating techno-legal assistance.
Capacity Building and Training
The 'CyTrain' portal for Massive Open Online Courses has registered more than 1,63,344 police officers/judicial officers from states/UTs, with over 1,61,957 certificates issued as of June 30, 2026. The Cyber Commando program launched on September 10, 2024, has successfully trained 281 cyber commandos to counter cybersecurity threats.
Forensic and Investigation Support
The National-Digital Investigation Support Centre (previously National Cyber Forensic Laboratory) has been established in New Delhi (February 18, 2019) and Assam (August 29, 2025), providing services in more than 14,064 cyber crime cases to state/UT law enforcement agencies as of June 30, 2026.
Standardization and Grievance Redressal
The Ministry has issued a comprehensive Standard Operating Procedure for NCRP-CFCFRMS, establishing standardized frameworks for complaint processing, bank coordination, and grievance redressal. Money Restoration Module for expeditious restoration of defrauded money and Grievance Redressal Module for addressing freezing of bank accounts and lien marking have been functional since April 2026.
Awareness Campaigns
The government conducts extensive awareness campaigns through multiple channels including caller tunes, SMS, social media accounts (X, Facebook, Instagram, Telegram), TV, radio, school campaigns, cinema hall advertisements, celebrity endorsements, IPL campaigns, and digital displays at metro stations, railway stations, and airports.
