IICA National Conference on India's Restructuring Ecosystem
The Indian Institute of Corporate Affairs (IICA), under the Ministry of Corporate Affairs, in partnership with the Association of Insolvency Professional Entities (AIPE), hosted the National Conference on "Redefining India’s Restructuring Ecosystem: A Decade of Learning – Directions for the Future" at the Pradhan Mantri Sangrahalaya Auditorium in New Delhi. The event simultaneously featured the Convocation Ceremony of the 6th Batch of the Post Graduate Insolvency Programme (PGIP), IICA's flagship academic initiative for developing insolvency professionals.
Key Addresses and IBC Impact Assessment
Justice Ashok Bhushan, Chairperson of NCLAT and Chief Guest, delivered the Convocation Address reflecting on the IBC's remarkable journey over the past decade. He characterized the period from 2016 to 2021 as the "era of establishment" and the current phase as the "era of refinement," noting that the Insolvency and Bankruptcy Code (Amendment) Act, 2026 reflects the maturity of evolving legislation. Justice Anupinder Singh Grewal, President of NCLT, delivered the Keynote Address tracing the jurisprudential evolution of the IBC and emphasizing the need for sustained judicial coordination and adoption of the UNCITRAL Model Law on Cross-Border Insolvency.
Smt. Deepti Gaur Mukerjee, Secretary of Ministry of Corporate Affairs, described the IBC as a "behavioural revolution" highlighting that nearly ₹4 lakh crore has been recovered through resolution processes, with creditors realizing approximately 170% of liquidation value. She further noted that more than 32,000 cases have been settled before formal admission, preserving credit worth nearly ₹14 lakh crore.
Academic Program and Achievements
Shri Gyaneshwar Kumar Singh, Director General & CEO of IICA, highlighted that the two-year full-time residential PGIP programme, designed and approved by IBBI, enables graduates to register as Insolvency Professionals in lieu of the conventional ten-year experience requirement. Across seven batches, the programme has built an alumni network of 239 professionals. The 6th Batch convocation saw 40 students conferred degrees and certificates. Academic excellence awards were presented to Mr. Ashish Kumar (First Position, ₹50,000), Mr. Arun Kumar (Second Position, ₹30,000), and Ms. K Geetha Vaishnavi (Third Position, ₹20,000), sponsored by AZB & Partners.
Conference Initiatives and Thematic Discussions
The event featured the release of the National Conference Souvenir documenting the IBC's evolution over its first decade. The PM Vidya Lakshmi merit-cum-means scholarship for PGIP students was announced, and the One Nation One Subscription (ONOS) platform was extended to IICA providing access to global academic resources.
The Conference included four high-impact thematic panel discussions: The first panel examined India's preparedness for adopting the UNCITRAL Model Law on Cross-Border Insolvency, noting that the IBC (Amendment) Act, 2026 marks a significant step toward establishing a modern framework. The second panel deliberated on the newly introduced Creditor-Initiated Insolvency Resolution Process (CIIRP) and reforms to strengthen pre-packaged insolvency mechanisms and Alternative Dispute Resolution. The third panel focused on the evolution of India's distressed asset market and the role of ARCs, AIFs, and institutional investors in enterprise turnaround. The final panel explored future-oriented reforms including early warning systems, financial health monitoring tools, and technology-driven improvements to transparency and efficiency.
