Ministry of Personnel Pension Reforms Expansion in Jammu & Kashmir
Union Minister Dr. Jitendra Singh announced that governance and pension reforms initiated over the past 12 years are reaching wider sections of employees and pensioners in Jammu & Kashmir following the territory's reorganization. The transition led to a significant increase in Central Government employees in the region, creating initial service-delivery challenges that have been progressively resolved through coordinated government efforts.
Key Initiatives and Partnerships
During the 59th Pre-Retirement Counselling Workshop and 13th Bankers' Awareness Programme at SKICC Srinagar, the Department of Pension & Pensioners' Welfare (DoPPW) and Jammu & Kashmir Bank signed a Memorandum of Understanding to expand pension-related services and improve accessibility for pensioners across the Union Territory. This partnership aims to strengthen service delivery mechanisms and enable more pensioners to access ongoing pension reforms conveniently.
Digital Transformation of Pension Administration
The Bhavishya platform has enabled end-to-end digitization of pension processing, with Pension Payment Orders now integrated with DigiLocker for seamless, paperless access to pension documents. The introduction of Digital Life Certificates through Face Authentication Technology has particularly transformed pensioners' lives by allowing them to submit life certificates from home using mobile phones. The nationwide Digital Life Certificate campaign in November 2025 generated over 1.91 crore Digital Life Certificates across India, including more than 1.16 crore through Face Authentication Technology.
Enhanced Grievance Redressal and Welfare Focus
The government has strengthened grievance redressal through CPENGRAMS, thematic review mechanisms, and National Pension Adalats for faster resolution of pension-related issues. Reforms relating to family pension, additional pension, retirement benefits, and cases involving missing employees have further strengthened the social security architecture. The Department has transformed from primarily processing pensions to genuinely committed to Pensioners' Welfare, ensuring dignity, security, convenience and ease of living for pensioners and senior citizens.
Institutional Knowledge Preservation
Through the Anubhav platform, retiring employees are encouraged to share experiences, innovations and best practices, creating a valuable knowledge repository for future public servants. The Anubhav Scheme 2026 was launched to recognize exemplary contributions by retiring government employees. The Pre-Retirement Counselling Workshops help employees prepare for meaningful post-retirement lives while familiarizing them with pension procedures and retirement benefits.
Participation and Leadership
The event was attended by Secretary Nivedita Shukla Verma (DoPPW), Chief Secretary Atal Dulloo (UT of J&K), MD & CEO Amitava Chatterjee (J&K Bank), and Joint Secretary Dhrubajyoti Sengupta (Pension), along with senior officers, bankers, and employees approaching superannuation. Dr. Singh acknowledged the constructive role played by J&K Central Pensioners' Associations in facilitating the transition of erstwhile State employees into the Central Government framework.
