The Ministry of Cooperation has introduced a comprehensive ranking framework for primary cooperative societies using the National Cooperative Database (NCD). Launched on January 24, 2025, this framework enables Registrar of Cooperative Societies (RCS) across states and union territories to generate rankings of primary cooperative societies across 12 sectors through the NCD portal, with rankings available at state, district, and block levels.
The ranking assessment is based on five broad parameters with assigned weightages totaling 100 marks: audit compliance, operational activities, financial performance, infrastructure, and basic identity information. The framework is designed to enhance transparency, efficiency, and effectiveness within cooperative societies while improving their credibility and competitive capability.
This initiative serves as a benchmarking tool that provides cooperatives with actionable insights and enables dissemination of best practices from top-performing societies across sectors. The framework aims to foster competition and innovation within the cooperative sector by creating performance benchmarks and encouraging adoption of successful practices. Union Home Minister and Minister of Cooperation Shri Amit Shah provided this information in a written reply to the Rajya Sabha on August 12, 2026.
