Ministry of Cooperation Restores Sahara Refund Portal to Process Remaining Depositor Claims
The Ministry of Cooperation has successfully restored the CRCS-Sahara Refund Portal to expedite processing of genuine depositors' claims after resolving significant operational constraints that had disrupted the system since November 2025. The restoration enables verification and refund processing for approximately 20 lakh pending applications from depositors of four Sahara Group cooperative societies: Sahara Credit Cooperative Society Ltd. (Lucknow), Saharayn Universal Multipurpose Society Ltd. (Bhopal), Humara India Credit Cooperative Society Ltd. (Kolkata), and Stars Multipurpose Cooperative Society Ltd. (Hyderabad).
To date, the ministry has refunded a total of Rs 9,267 crore to 41,56,711 depositors directly into their Aadhaar-seeded bank accounts through a secure, transparent, digital, paperless, and verification-based mechanism. The refund process operates under the Hon'ble Supreme Court's order dated 29 March 2023 in W.P. No. 191/2022, utilizing a dedicated online portal launched on 18 July 2023 that enables depositors to submit refund applications without physical paperwork.
The operational disruption in November 2025 occurred due to sealing of Sahara societies' premises unrelated to the societies themselves, compounded by administrative constraints including outstanding dues for hardware and Annual Maintenance Contracts (AMCs), non-renewal of essential IT infrastructure and licenses, and human-resource issues. The Ministry of Cooperation intervened through sustained institutional coordination with stakeholders including officials and authorities of the Government of Uttar Pradesh to resolve these impediments, renew essential systems, and strengthen required IT infrastructure.
Claims processing involves Aadhaar e-KYC verification and matching of depositor, membership, and account details with society-provided data. Deposit certificates or receipts and other prescribed documents are scrutinized according to the Standard Operating Procedure (SOP) approved under the Supreme Court-directed monitoring mechanism. Eligible refund amounts are credited directly to depositors' Aadhaar-seeded bank accounts upon successful verification.
Depositors are advised to use only the official CRCS-Sahara Refund Portal (https://mocrefund.crcs.gov.in) for fresh claim submissions and the Resubmission portal (https://mocresubmit.crcs.gov.in) for rectification of errors in submitted claims when communicated. The ministry emphasizes using only authorized channels to ensure timely verification and protect applicants from unauthorized channels or misleading claims.
