Power Sector Analysis Article

Key Findings
India has doubled power supply in fifteen years, virtually eliminating official shortages which were once 10% of peak demand. However, September 2026 witnessed evening shortages and surging market prices, exposing structural under-investment in the old power sector.
Sector Analysis
The old sector consists of non-intermittent generating capacity (NIC comprising coal, gas, hydro, nuclear) and distribution capacity. The new sector consists of intermittent solar and wind power which has grown from 13 GW in 2011 to over 220 GW.
Capacity vs Demand Growth
Since 2016-17, demand grew by about half while capacity grew by about one-third. NIC capacity grew even more slowly, by less than one-fifth. The NIC installed for every 100 MW of evening peak demand has fallen by about a quarter since 2016-17.
Distribution Investment
From 2020-21 to 2022-23, discoms invested about the same amount each year (after inflation) as in the first half of the 2010s, while selling about 50% more power. Real investment has fallen behind power growth requirements.
State Examples
Gujarat's four state-owned discoms rank among the ten best in power ministry ratings. In Odisha, a private operator took over discoms in 2020-2021 and within three years reduced losses from 31% to 18%, turned losses into profits, and increased investment.
Recommendations
States need to contract for evening power from new plants, pumped storage or batteries, and invest in local networks. Coal supply reliability needs improvement (plants held about one week's coal by mid-September 2026, half of year-earlier levels). Time-of-day pricing and smart meters are essential.
