The Tribunal found that Section 224(2) clearly empowers the Central Government to cause winding-up petitions to be presented to the Tribunal by any person authorized by the Central Government. Section 272(1)(e) explicitly allows "any person authorized by the Central Government in that behalf" to present a winding-up petition to the Tribunal.

The Tribunal noted that the Central Government had indeed authorized the Senior Assistant Director of SFIO through an authority letter dated 18 May 2022 for filing winding-up and other necessary interlocutory applications.
