NUCFDC Umbrella Organization Launch and Services
Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated the new premises of National Urban Cooperative Finance and Development Corporation Limited (NUCFDC) in Mumbai and addressed the 'Sahkar Nav-Kranti' programme at BSE International Convention Centre. The event marked the operationalization of the long-awaited Umbrella Organization for Urban Cooperative Banks (UCBs), which has received RBI recognition and mobilized ₹306 crore in capital from UCBs and cooperative sector stakeholders.
Key Services and Initiatives Launched
The Umbrella Organization launched several critical services including the Security Operations Centre for 24/7 cyber monitoring and the nationwide 'Bank in a Box' service bundle. This integrated platform provides core banking, digital payments, cloud services, regulatory compliance, and modern banking facilities at affordable rates, enabling even single-branch UCBs to offer world-class services. A significant MoU was signed with National Forensic Sciences University (NFSU) to extend cybersecurity, digital forensics, and fraud prevention capabilities to all member banks.
Regulatory Reforms and Support Framework
Over the past five years, substantial regulatory reforms have been implemented for UCBs in coordination with RBI. These include permission to open up to 15% additional branches without separate approval, availability of doorstep banking services, simplified process for Tier-3 banks to obtain scheduled bank status, and appointment of an RBI nodal officer for regular dialogue. The Priority Sector Lending target has been reduced from 75% to 60%, housing loan limits have been enhanced, and the ₹2 lakh limit for women borrowers and gold loans has been removed. The One-Time Settlement facility previously available only to commercial banks has been extended to UCBs, along with a phased 'glide path' for NPA account compliance.
Operational Scope and Membership
UCBs collectively hold nearly ₹6 lakh crore in deposits across approximately 1,400 banks nationwide, playing a crucial role in providing small loans to shopkeepers, traders, cottage industries, MSMEs, women's Self-Help Groups, and the middle class. Currently, 650 of the 1,400 UCBs (approximately 50%) have joined the Umbrella Organization, with a target of 100% membership within one year. The headquarters will be shifted from Delhi to Maharashtra, which has the highest concentration of UCBs at 449, followed by Gujarat, Goa, and Karnataka.
Strategic Objectives and Vision
The Umbrella Organization's primary objective is not profit generation but streamlining UCB operations, enhancing transparency, and enabling competition at national and global levels. It will provide technical support, systems aligned with RBI guidelines, employee training, and essential software including MuleHunter for fraud prevention. The initiative supports Prime Minister Narendra Modi's vision of 'Sahkar Se Samriddhi' and the goal of making India a developed economy by 2047 by strengthening the self-employment ecosystem through cooperative banking.
