Enforcement Package Overview

Ofwat, the UK water regulator, announced on 16 October 2026 that Welsh water company Hafren Dyfrdwy has breached its legal obligations concerning wastewater treatment works and network. The regulator proposed an enforcement package of £280,000, which is larger than the £255,000 penalty it would otherwise have imposed. The £280,000 amount represents approximately 3.5 % of Hafren Dyfrdwy’s annual turnover.

Allocation of Funds

Unlike a standard penalty that would be transferred to the Consolidated Fund operated by HM Treasury, the entire £280,000 will remain within the water sector. The company and its shareholders, not customers, will fund the package. The money will be used to install two storm‑water balancing tanks at the Llansantffraid Sewage Pumping Station and to collaborate with the Llanfyllin Dolydd Building Preservation Trust to develop a wetland habitat at the Llanfyllin Workhouse. Both initiatives are required to be completed by 2030.

Compliance Requirements

Ofwat stated that Hafren Dyfrdwy now has the appropriate processes in place but must rectify all outstanding issues and ensure future compliance with licence requirements. Lynn Parker, Ofwat’s senior director for enforcement, said the investigation found “unacceptable breaches … resulting in excessive spills from storm overflows.”

Context of the Investigation

This case is the ninth identified breach in Ofwat’s broader wastewater investigation, which to date has secured more than £300 million in enforcement packages and fines.
