The Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) inaugurated a three-day Training Programme on "Recovery Management" for Regional Labour Commissioners (Central) on July 15, 2026. The programme, running from July 15 to 17, 2026, is attended by 26 Regional Labour Commissioners from across the country and aims to enhance their understanding of legal, procedural, and practical dimensions of recovery proceedings while promoting best administrative practices.
During the inaugural session, Director Kumar Rohit emphasized that recovery management extends beyond mere enforcement of statutory provisions. He explained that Recovery Certificates issued by the Chief Labour Commissioner (Central) are executed through the District Magistrate, and effective exercise of statutory powers requires officers to possess sound understanding of legal framework, procedural fairness, administrative prudence, and professional integrity. Rohit highlighted the importance of combining legal expertise with behavioral competencies, noting that effective communication, empathy, and persuasive engagement are crucial for facilitating voluntary compliance and ensuring statutory objectives are achieved in a fair, citizen-centric manner.
The training programme comprises expert-led sessions on statutory framework governing recovery proceedings, procedural safeguards, practical challenges, case studies, and emerging best practices. This initiative reinforces PDUNASS's emergence as a premier national institution for capacity building, fostering cross-institutional collaboration across organizations engaged in labour administration and social security governance. PDUNASS, established in 1990 as the apex training institute of EPFO under the Ministry of Labour & Employment, has increasingly expanded its capacity-building initiatives through collaborations with institutions across the labour and social security ecosystem.
