Regulatory and policy measures

The Reserve Bank of India, exercising the powers conferred under Section 45‑IA(6) of the RBI Act, has cancelled the Certificates of Registration (CoRs) of ten Non‑Banking Financial Companies (NBFCs). The cancellations were effected in September 2026 as detailed below.

Pragati Fincap Limited, registered at C‑22, Greater Kailash Enclave‑I, New Delhi 110048, held CoR No. 14.00824 issued on 20 May 1998; its CoR was cancelled on 03 September 2026.

Rajlakmi Vanijya Pvt Ltd, located at Dhirepara, Amtola, Ujjal Nagar Prabhat Boro Path, Fatasil, Ambari, Kamrup, Guwahati, Assam 781025, held CoR No. B.05.04242 issued on 19 July 2001; cancellation date 07 September 2026.

Vivriti Capital Limited (as per MCA – Vivriti Finance Limited), address Prestige Zackria Metropolitan No. 200/1‑8, 2nd Floor, Block‑1, Annasalai, Chennai 600002, held CoR No. N07.00836 (Factoring Business: N‑07‑00901) issued on 27 July 2023; cancelled on 10 September 2026.

MSJ Colonising and Leasing Company Private Limited, address Room No 101, 1st Floor, M.S.J. House, 17/1, South Tukoganj, Indore, Madhya Pradesh 452001, held CoR No. 03.00066 issued on 19 March 2020; cancelled on 16 September 2026.

PKSL Investment Private Limited, address 42, First Floor, Community Centre, Basant Lok, Vasant Vihar, New Delhi 110057, held CoR No. B14.02331 issued on 18 April 2001; cancelled on 25 September 2026.

Ramsisaria Builders Limited, address 42, Shivtolla Street 3rd Floor, Kolkata West Bengal 700007, held CoR No. 05.00092 issued on 18 February 1998; cancelled on 29 September 2026.

The cancellations fall under four distinct rationales: (i) exit from the Non‑Banking Financial Institution (NBFI) business, (ii) meeting criteria for unregistered Core Investment Companies that do not require registration under Section 45‑IA, (iii) meeting criteria for unregistered Type I NBFCs that are exempt from registration, and (iv) cessation of legal entity status due to amalgamation, merger, dissolution or voluntary strike‑off.

These actions reflect the RBI’s ongoing enforcement of registration requirements and its commitment to maintaining a regulated NBFC ecosystem.

This document underscores the RBI’s regulatory oversight of NBFCs, ensuring that entities no longer meeting the statutory criteria are promptly removed from the registered pool.
