Steel Authority of India Limited (SAIL) has welcomed the Mines and Minerals (Development and Regulation) Amendment Act, 2026, which was notified by the Central Government on 17 August 2026. SAIL describes this legislation as a significant reform that establishes a predictable fiscal regime and provides long-term policy certainty for the mineral sector.

The Amendment Act provides greater clarity and uniformity in mineral taxation and levies, while also addressing pending retrospective levies that had created uncertainty for the mining industry. For SAIL, which maintains substantial captive iron ore and coal mining operations, this reform is expected to significantly improve the viability of mining operations, facilitate new investment and mine development, and strengthen long-term raw-material security for the company.

The predictable fiscal regime will support more efficient utilization and development of SAIL's mineral resources, particularly boosting iron ore mining capacity. Importantly, the reform is expected to facilitate increased availability of iron ore in the domestic market as improved viability and development of SAIL's captive mines will enable the company to make additional iron ore available for sale in accordance with applicable regulatory frameworks. This increased domestic availability will strengthen supply chains and support access to indigenous iron ore for the broader Indian steel industry.

The overall reform is anticipated to encourage higher investment and production across the mineral sector, reduce import dependence, strengthen India's mineral and energy security, and enhance the competitiveness of mineral-based industries. SAIL has reaffirmed its commitment to responsible and sustainable development of its mineral resources while supporting the vision of an Atmanirbhar and Viksit Bharat through strengthened raw-material security and increased domestic iron ore availability.
