Memorandum of Understanding between SEBI, RRU and NISM

Securities and Exchange Board of India (SEBI) entered into a tripartite Memorandum of Understanding with Rashtriya Raksha University (RRU) and National Institute of Securities Markets (NISM) on August 17, 2026. RRU is an institution of National Importance under the Ministry of Home Affairs, while NISM is a Public Trust registered under Maharashtra Public Trust Act 1950 and an educational initiative of SEBI.

The MoU establishes long-term collaboration across multiple areas including capacity building, research, education, training, policy support, institutional cooperation, and knowledge exchange. The agreement includes eight key components: joint design and delivery of training programs for government officials, regulators, law enforcement agencies, financial institutions, securities market participants, academic communities, and the general public; domain-based training on emerging technologies for SEBI officials and regulated entities; degree, diploma and certification programs for industry professionals; establishment of a knowledge repository for capital markets; research and academic collaboration; enhancement of securities market intelligence using OSINT technologies; leveraging international academic partnerships; and establishment of a Technical Innovation Unit as a Command Centre for joint operations, research and innovation within the Indian securities market ecosystem.

The specific training programs will cover secure software development, API security, cybersecurity exercises for board members and senior management, Security Operation Centre operations, vulnerability management (VAPT), Red Team-Blue Team exercises, live fire drills, artificial intelligence, quantum computing, and other emerging technologies. The partnership aims to create a directory of trained professionals and strengthen the overall security posture of the Indian securities market through advanced technological training and intelligence capabilities.
