Trump administration bypassed congressional review to approve over $8.6 billion in arms sales to Israel, Qatar, Kuwait and the UAE.
Secretary of State Marco Rubio declared an emergency, enabling sales including $4.01 bn Patriot missiles to Qatar and $2.5 bn battle system to Kuwait.

The approvals come amid the US‑Israel war against Iran, nine weeks after its start and three weeks after a fragile ceasefire.
