Asia's First Telecom Manufacturing Zone Bhoomipujan in Gwalior

Union Minister for Communications and Development of North Eastern Region Shri Jyotiraditya Scindia's initiative has led to the establishment of Asia's first Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh. The Bhoomipujan ceremony for this landmark project will be held on 29 October 2026, with Union Home Minister Shri Amit Shah participating at Shri Scindia's invitation.

The TMZ, located at the Shrimant Madhavrao Scindia Counter Magnet City (SADA) in Gwalior, represents a transformative industrial initiative conceived through Shri Scindia's sustained engagement over two years with the Department of Telecommunications, Government of Madhya Pradesh, and industry stakeholders. The zone is envisioned as a major hub for telecom manufacturing, integrating manufacturing units, technology innovation, research and development, testing, and advanced technology capabilities under one ecosystem.

Investment and Employment Generation

Through investor roadshows led by Shri Scindia and Madhya Pradesh Chief Minister Dr. Mohan Yadav in Delhi, Mumbai, and Bengaluru, the project has attracted committed investments exceeding ₹5,500 crore. The Delhi roadshow resulted in investment commitments of approximately ₹3,500 crore with potential for 14,000 employment opportunities, while the Mumbai roadshow on 4 August generated commitments of approximately ₹2,000 crore with 4,000 job opportunities. The Bengaluru meeting added further investment proposals of approximately ₹700-800 crore, bringing the total employment potential to over 18,000 opportunities.

Funding and Implementation Structure

The Government of India is providing 100% financial assistance of ₹493 crore for infrastructure development of the first phase, while the Government of Madhya Pradesh has allocated approximately 170 acres of land free of cost for the project. A Special Purpose Vehicle (SPV) has been constituted with 51% equity participation by the Government of Madhya Pradesh and 49% by the Department of Telecommunications to ensure time-bound implementation.

Project Features and Strategic Significance

The TMZ is being developed on a special plug-and-play model similar to a Special Economic Zone (SEZ), providing companies with ready infrastructure, common facilities, and an enabling industrial environment for minimal lead time operations. The zone will support manufacturing of telecom equipment and components while creating capabilities in design, research and development, testing, innovation, optical fibre, semiconductors, and advanced technologies such as 5G and 6G. The initiative aligns with Prime Minister Shri Narendra Modi's vision of Aatmanirbhar Bharat and aims to strengthen India's domestic telecom manufacturing capacity, enhance self-reliance in telecom products, and increase India's participation in global manufacturing and technology value chains.
