Ministry of Cooperation Establishes BBSSL for Seed Self-Reliance
The Ministry of Cooperation has established Bhartiya Beej Sahakari Samiti Limited (BBSSL) under the Multi-State Cooperative Societies (MSCS) Act, 2002 to serve as an apex organization for the entire seed value chain. BBSSL operates with a clear vision to build a strong, farmer-centric seed system through a cooperative-led structure, encompassing production, procurement, processing, branding, labelling, packaging, storage, marketing, distribution, and strategic research & development of quality seeds.
Product Portfolio and Market Presence
BBSSL has introduced seeds of 18 crops comprising 124 varieties in the market under the 'Bharat Beej' brand for nationwide distribution. The organization has undertaken specific initiatives for developing production and quality-testing requirements for vegetable seeds, ensuring compliance with prescribed seed quality and regulatory standards.
Production Achievements and Farmer Engagement
During financial year 2025-26, BBSSL achieved production of 75,535 metric tonnes of seeds through its associated seed-producing farmers under the seed production program for the 'Bharat Beej' brand. The program facilitates farmers' participation in organized seed production while providing technical support for producing seeds in accordance with prescribed quality and certification standards.
Conservation of Indigenous Varieties
For the conservation of traditional indigenous varieties, BBSSL has initiated a specialized program in Uttarakhand focusing on identification, conservation, multiplication, and documentation of such varieties. The organization's activities include expansion of domestic seed production, conservation of indigenous genetic resources, and distribution of quality seeds through the cooperative network.
Strategic Objective
BBSSL's operations contribute significantly to reducing the country's dependence on imported seeds and strengthening self-reliance in the seed sector, aligning with broader agricultural sustainability goals. This information was formally disclosed by Union Home Minister and Minister of Cooperation, Shri Amit Shah, in a written reply in Rajya Sabha on August 12, 2026.
