BHASHINI Rajyam Workshop for AI-Powered Multilingual Governance in Goa
The Digital India BHASHINI Division (DIBD), under Digital India Corporation and Ministry of Electronics and Information Technology, in collaboration with the Government of Goa's Department of Information Technology, Electronics & Communications, organized the 'BHASHINI Rajyam: State Engagement Workshop' in Panaji on July 21, 2026. The event focused on advancing multilingual artificial intelligence and strengthening language-first Digital Public Infrastructure, with particular emphasis on Konkani language integration.
The workshop brought together policymakers, senior government officials, industry leaders, academia, startups, and language experts. Chief Minister Dr. Pramod Sawant and Minister for Information Technology, Electronics & Communications, Tourism, Printing & Stationery Shri Rohan A. Khaunte attended, demonstrating governmental commitment to making digital governance more inclusive, accessible, and multilingual through AI-powered language technologies.
Technical Capabilities and Platform Scale
BHASHINI's ecosystem includes multilingual AI solutions such as BHASHINI App Mitra, BHASHINI Mitra, and BHASHINI Pravakta, which provide AI-powered translation, speech recognition, text-to-speech, transliteration, and multilingual APIs for government application integration. The platform currently supports 36 Indian text languages, 23 Indian voice languages, and 35 international languages. It powers over 800 government websites, has enabled more than 8 billion AI inferences, and processes over 20 million AI inferences daily.
Konkani Language Ecosystem Development
A dedicated session focused on strengthening the Konkani language ecosystem through collaboration between government, academia, language experts, and technology partners. Discussions centered on expanding language datasets, enhancing AI models, and identifying state-specific use cases to accelerate multilingual AI adoption across Goa's digital services. The workshop featured live demonstrations of AI-powered language solutions including multilingual speech, translation, transcription, and document-based technologies.
Governance Applications and Implementation Strategy
The Open Mic on Use Cases session explored state-specific applications across governance, tourism, education, healthcare, and citizen services. The workshop demonstrated a simulated voice journey of a Goan youth showing how BHASHINI's multilingual AI ecosystem can enable seamless interactions with governance and public services through voice-based interfaces. This included accessing government schemes, digital services, education support, and citizen assistance through language-first approaches.
Minister Shri Rohan A. Khaunte emphasized that the collaboration aims to remove language barriers and ensure citizens in remote parts of Goa can access digital services in Konkani. CEO Shri Amitabh Nag highlighted BHASHINI's vision for language-first Digital Public Infrastructure and its growing impact across governance, tourism, healthcare, education, banking, and citizen services. The workshop marked the beginning of deeper collaboration between BHASHINI and the Goa government to identify priority use cases and expand multilingual AI adoption across government services.
