CSS Shield Initiative Launch for Bereavement Support
The Central Secretariat Service (CSS) Forum has formally launched the 'CSS Shield' initiative, a structured mutual support mechanism designed to provide financial assistance to bereaved families of deceased CSS officers. The program operates on the principle of "Contribute for Family, Support with Dignity" and aims to provide minimum financial assistance of ₹15 lakh to each affected family, with plans to progressively enhance this amount as participation increases.
Union Minister Dr. Jitendra Singh, who oversees Personnel, Public Grievances and Pensions, endorsed the initiative at its launch event, stating that such collective efforts can create a new culture of standing by families during times of sudden loss. He emphasized that the government remains open to modifying service rules to make systems more responsive to employees' family needs, reflecting the Modi government's approach of continuously reviewing and improving existing arrangements.
The initiative formalizes existing voluntary support practices that have been ongoing since 2020. During the COVID-19 period, when multiple CSS officers died, the collective support mechanism gained urgency. CSS officers have already contributed approximately ₹1.30 crore toward financial assistance for families of approximately 65-70 deceased officers since 2020. The Forum now seeks to expand participation among the approximately 13,000 CSS officers to substantially increase the support corpus.
Dr. Singh suggested that the initiative could expand to include scholarships for children of deceased CSS officers, providing longer-term assistance beyond immediate bereavement support. The program was launched with financial assistance presentations to families of two deceased officers: late Shri Mohan Chandra Bhatt, who served in various capacities in the Central Secretariat Service and other government organizations, and late Shri Rajendra Chandra, who served for approximately two decades in the Administration Division of the Department of Revenue.
The CSS Shield initiative represents an institutionalization of peer support within the bureaucratic community, aiming to create a predictable and dependable mechanism for colleagues to support each other's families during difficult times while strengthening the service ethos of "Together We Serve, Together We Support."
