Defence Minister Rajnath Singh addressed the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day celebrations in New Delhi on August 03, 2026, emphasizing the critical need to deepen integration between military and civil components of the Ministry of Defence. He stated that both uniformed and civil services share the 'Nation First' commitment and must work together to foster greater synergy within the defence ecosystem to tackle evolving security and technological challenges while ensuring institutional memory, stability, and effective application of rules and regulations.
The minister highlighted that military and administrative integration cannot proceed along separate paths, noting that as joint and integrated structures develop, continuity and expertise across all areas including policy, administration, human resource management, financial processes, logistics, and institutional knowledge will be essential. He emphasized the importance of structured cross-exposure between civilian and military officers through joint training programs and developmental assignments, stating that military officers bring operational experience and command perspective while civilian officers contribute administrative continuity, policy experience, and understanding of government processes.
Using cyber warfare as an example, Singh suggested that AFHQ Civilian Services officers could develop defence-specific common cyber tools leveraging their expertise to benefit Defence Forces. He also proposed developing a forum for studying Indian military history from a civilian perspective to foster fresh ideas. The minister called upon AFHQ Civilian Services to evolve into the "strategic brain" of India's defence management architecture by developing comprehensive understanding of the defence sector and enhancing expertise to face emerging challenges beyond their specific mandate of implementing service rules and regulations.
As part of the celebrations, several digital initiatives were launched including the Internet-Based Accommodation Management System (IBAMS) portal at rakshaawas.caomod.gov.in, integration of eHRMS with TULIP 2.0 System for processing claims, integration of CAO's Office with TULIP 2.0 for processing Pay & Allowances, and onboarding on Smart Performance Appraisal Report Recording Online Window (SPARROW) portal. The 34th issue of 'Samvad' magazine containing travelogues, essays, articles, and poems by employees was released, and awards were presented to AFHQ personnel for achievements in sports and academic excellence of their children.
The event was attended by Raksha Rajya Mantri Sanjay Seth, Chief of Defence Staff General NS Raja Subramani, Chief of the Naval Staff Admiral Krishna Swaminathan, Chief of the Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Secretary (Defence Finance) Vishvajit Sahay, Vice Chief of the Air Staff Air Marshal Ashutosh Dixit, Additional Secretary Manish Tripathi, and JS & CAO Amitabh Prasad among other senior officials. AFHQ Day is celebrated annually on August 1st to recognize personnel working with Service Headquarters and 24 Inter-Service Organisations, with the cadre foundation laid on August 1, 1942.
