The Department of Telecommunications (DoT) organized its third Investors' Roundtable in Bengaluru on September 22, 2026, focused on investment opportunities in India's first integrated Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh. The event was chaired by Union Minister of Communications Shri Jyotiraditya M. Scindia and Madhya Pradesh Chief Minister Dr. Mohan Yadav, bringing together technology, telecom, semiconductor, and electronics industry stakeholders.
Minister Scindia announced that 24 companies have already committed to invest ₹5,500 crore in the TMZ, with the potential to generate approximately 18,000 employment opportunities. During the Bengaluru roundtable, investors proposed additional investments between ₹700-800 crore after management consideration, with several companies planning site visits for evaluation. This completes Phase 1 of the investor outreach program, which previously included roundtables in Delhi and Mumbai.
The TMZ initiative represents a collaborative effort between the central and state governments, with the Madhya Pradesh government providing incentives and subsidies totaling approximately ₹8,000 crore. The central government is providing 100% funding support of ₹493 crore for Phase-I development, while the state government has allocated approximately 170 acres of land free of cost. A Special Purpose Vehicle (SPV) has been established with 51% equity from the Government of Madhya Pradesh and 49% from the Department of Telecommunications.
The TMZ is designed as an integrated plug-and-play industrial cluster covering mobile devices, optical fibre, telecom equipment, and next-generation 5G/6G technologies. The zone will support manufacturing, research and development, innovation, and allied activities. Minister Scindia emphasized the government's commitment to resolving investor queries within 48 hours and stated India's three priorities in telecom: increasing domestic value addition, creating intellectual property in India, and exporting Indian-designed and manufactured products globally.
Chief Minister Yadav highlighted Madhya Pradesh's emergence as an investment destination with strategic location and infrastructure advantages. Before the roundtable, Minister Scindia visited Qualcomm in Bengaluru to discuss telecom technologies, semiconductor capabilities, indigenous product development, and research innovation opportunities.
The initiative aligns with Prime Minister Narendra Modi's vision of Aatmanirbhar Bharat and Make in India, Make for the World, aiming to catalyze investment, manufacturing, innovation, and employment in the telecom and electronics sectors. The MoU for establishing the TMZ was signed on July 30, 2026, between DoT and the Government of Madhya Pradesh.
