The 3rd edition of Bharat CPSEs' Consultative Conclave 2026 on Project and Asset Management was successfully concluded on 25 July 2026 at Gati Shakti Vishwavidyalaya (GSV) in Vadodara after three days of deliberations. The event was jointly organized by the Capacity Building Commission (CBC) and the Department of Public Enterprises (DPE), Ministry of Finance, Government of India, with Gati Shakti Vishwavidyalaya serving as the strategic Knowledge Partner.
The conclave focused on strengthening project execution, asset management, and organizational excellence across Central Public Sector Enterprises (CPSEs) in the Energy and Mining sectors. It brought together policymakers, industry leaders, academia, and senior CPSE executives to exchange best practices and support the Viksit Bharat 2047 initiative.
Detailed discussions covered multiple critical areas including planning, Detailed Project Reports (DPR), contracting, land acquisition, asset life cycle management, deep tech technology adoption, and the use of the PM Gati Shakti platform in formulating an implementable CPSE Reform Agenda.
Participation included 39 delegates from 18 major CPSEs: NTPC, Coal India, Bharat Coking Coal, BPCL, HPCL, Indian Oil, ONGC, ONGC Videsh, Oil India, MRPL, GAIL, SAIL, MECON, NMDC, Hindustan Copper, NALCO, NHPC, SJVN, and Power Grid Corporation of India.
Dr. Mangu Singh, Former MD of DMRC, served as Chief Guest during the inauguration and emphasized contract management as a critical success factor for projects. Shri K. Moses Chalai, Secretary of DPE, as Guest of Honor, highlighted the need for innovative and data-driven approaches to asset and project management.
At the valedictory session, Prof. Manoj Choudhary, Vice Chancellor of GSV, noted that the conclave created momentum for collaborative learning and fostered data-driven decision-making. He highlighted GSV's growing contribution to capacity building across railways, highways, aviation, maritime, logistics, and other infrastructure sectors, referencing the MoU between GSV and CBC as part of a long-term partnership.
Dr. Alka Mittal, Member (Administration, CBC), delivered the valedictory address, expressing satisfaction with the candid deliberations on project delays and solutions involving culture, discipline, policy enablement, and technology. She announced that CBC along with GSV will publish a Bharat CPSE Compendium of best practices based on the recommendations emerging from the event. Dr. Mittal appreciated GSV's efforts under Vice Chancellor Prof. Manoj Choudhary and Prof. Kaushik Das and expressed eagerness to continue collaborative efforts toward infrastructure capacity building for Viksit Bharat 2047.
