Gangbei District Accelerates Modern Paper Industry Development

The Bureau of Industry and Information Technology released data showing that the output value of paper manufacturing and paper products above designated size in Gangbei District, Guigang city, Guangxi, increased by 24.37% year‑on‑year for the period January‑July 2026, reflecting robust industrial momentum. Leveraging its position as an ASEAN gateway along the Golden Waterway and the emerging Pinglu Canal Economic Belt, the district is deepening the modern paper industry track, emphasizing marine‑oriented economy, green efficiency, cluster agglomeration and quality improvement.

Within the district, Guigang Longpai Paper Products Co., Ltd. operates its production workshops at full capacity, achieving strong sales. In the first half of 2026, the company’s household paper export value exceeded 60 million yuan, a 100.7% year‑on‑year rise, with shipments to Australia, Canada, South America, Asia and other regions, expanding its cross‑border market share.

The Guangdong‑Guangxi Circular Industrial Park serves as the core platform for comprehensive agglomeration of industries, factors and markets toward the sea. Through systematic cultivation, the district’s modern paper industry has transitioned from single‑point production to a full‑chain layout. The China‑ASEAN Household Paper Industrial Park has been established, gathering 35 pulp and paper enterprises and creating a complete industrial chain covering pulping, papermaking and deep processing. Products are best‑selling domestically and exported to Southeast Asia, Africa and other regions, underscoring the benefits of industrial clustering.

Targeted investment attraction along the industrial chain is underway, with the district actively transferring high‑quality industries from the Guangdong‑Hong Kong‑Macao Greater Bay Area. Key projects now under full advancement include Lee & Man Paper, Lezan Phase II and Longpai Recycled Pulp, focusing on high‑end specialty paper, deep processing of paper products and green environmental protection support. Upon completion, these projects will enhance the light‑industry system, generate new increments in the industrial economy and inject strong momentum into regional transformation and upgrading.

The park offers a low‑cost, high‑efficiency ecosystem; supporting resources such as Guitang Pulp and Huadian Steam are directly accessible, ensuring seamless upstream‑downstream linkage. Local authorities have introduced precise measures to lower steam prices for papermaking and reduce logistics transportation costs, further improving cost efficiency for enterprises.

Local paper companies frequently showcase at the China‑ASEAN Expo, building a brand matrix that includes "Jiman," "Mandian," and "Hetianxia". Jiman Paper reported an annual output value exceeding 120 million yuan. The district also guides enterprises to establish overseas warehousing and marketing networks, helping high‑quality paper products expand globally.

Special working teams have been set up to conduct regular visits and provide assistance, addressing bottlenecks in land use, financing, energy consumption and environmental impact assessments. The district cultivates market entities of all sizes in a gradient manner, encouraging exploration of both the domestic high‑end market and ASEAN overseas markets.
