Government Industrial Corridor Development Programme Update
The Government of India has developed industrial townships under the National Industrial Corridor Development Programme (NICDP) through Special Purpose Vehicles formed jointly with State Governments. The programme follows a partnership model where State Government contribution is in the form of land, while the Government of India's contribution is in the form of equity and/or debt.
A total of 20 industrial nodes have been approved under NICDP, with 12 projects approved during the last 5 years. The Department for Promotion of Industry and Internal Trade (DPIIT) has sanctioned and released funds amounting to ₹16,172.95 crore to National Industrial Corridor Development and Implementation Trust (NICDIT) for development of Industrial Corridor Projects. NICDIT has further released ₹14,569.97 crore to project SPVs for various industrial nodes/projects.
Completed Projects
Four projects have been completed with comprehensive infrastructure development:
- Dholera Special Investment Region, Gujarat: Developed roads & services, administrative building, water sourcing and transmission, water treatment plant, sewage treatment plant, common effluent treatment plant, power infrastructure, and information and communication technology facilities
- Shendra-Bidkin Industrial Area, Maharashtra: Infrastructure completed
- Integrated Industrial Township – Greater Noida, Uttar Pradesh: Infrastructure completed
- Integrated Industrial Township – Vikram Udyogpuri, Madhya Pradesh: Infrastructure completed
Ongoing Projects Status
Sixteen projects remain ongoing with total construction timeline of 36-48 months from actual date of appointment of EPC contractor. Key ongoing projects include:
- Krishnapatnam, Andhra Pradesh (2,006 acres): EPC contractor appointed in February 2024
- Tumakuru, Karnataka (1,736 acres): EPC contractor appointed in February 2023, with 06 industrial plots measuring 250 acres allotted
- Integrated Multi-Modal Logistics Hub – Nangal Chaudhary, Haryana (886 acres): Project to be executed on PPP basis, external connectivity works complete, project appraised by PPPAC in July 2025, locomotive trial run completed in June 2026
- Multi Modal Logistics Hub, Uttar Pradesh (825 acres): Project to be executed on PPP basis, tender re-floated for appointment of concessionaire in July 2026
- Multi Modal Transport Hub at Boraki, Uttar Pradesh (358 acres): Declared as Special Railway Project by Ministry of Railway in December 2024, Engineering Scale Plan approved by NCR in May 2025
- Dighi, Maharashtra (6,056 acres): Execution of SHA & SSA completed, incorporation of SPV completed
- Hisar, Haryana (2,988 acres): Execution of SHA & SSA completed, incorporation of SPV completed, PMNC onboarded
- Agra, Uttar Pradesh (1,058 acres): Matter awaiting clearance from the Supreme Court on account of falling under the Taj Trapezium Zone (TTZ)
Implementation Mechanism
Internal trunk infrastructure including roads, water supply, sewerage and power distribution within the industrial city/node are executed through EPC contractors engaged by respective project SPVs. External connectivity infrastructure such as bulk water supply, power, telecom and roads have been comprehensively mapped and examined on the PM Gati Shakti National Master Plan portal.
Monitoring mechanisms include periodic reviews by an Apex Monitoring Authority, DPIIT through NICDIT monitoring development with state officials, obtaining necessary regulatory clearances on time, and leveraging PRAGATI and PMG portals to fast-track project implementation and remove bottlenecks.
