Government Rural Technology Initiatives Overview

The Indian Government, through the Department of Science and Technology (DST) and Council of Scientific and Industrial Research (CSIR), has been actively promoting technology transfer and rural innovation to address livelihood challenges in agriculture-dependent regions across the country. The initiatives focus on sustainable agricultural practices, rural livelihoods, and scientific solutions for locally defined needs.

Madhya Pradesh Implementation

In March 2026, DST established an SC/ST Cell at the Madhya Pradesh Council of Science & Technology that will serve 20 districts with special focus on SC-dominated areas like Chhatarpur. The cell will map livelihood systems, identify technological gaps, formulate research projects, and design programs for socio-economic upliftment.

CSIR has already supported significant activities in the Bundelkhand region: approximately 1,000 farmers across seven districts adopted aromatic crop cultivation, with 58.5 acres covered in Panna district (including one Field Distillation Unit at Rehuta) and 189 acres covered in Chhatarpur district (with two Field Distillation Units at Thakurra and Nandlalpura). Training programs on incense stick making were conducted in Chhatarpur for women empowerment.

Under the CSIR Aroma Mission, 689 farmers benefited through organized training programs, with more than 65 hectares covered by lemongrass cultivation in Anuppur Shahdol, Katni, and Dindori districts of Madhya Pradesh. CSIR-CIMAP organized 13 Kisan Melas with participation from over 33,700 farmers, entrepreneurs, and industry representatives.

National Program Impact

Over the last five years, CSIR organized 150 skill-cum-technology upgradation programs across different states with approximately 7,863 farmers/entrepreneurs and women participants, plus 192 one-day awareness programs with about 10,000 farmer participants.

DST Initiatives Detail

The Science Technology Innovation (STI) Hub programme has enhanced livelihood opportunities for SC and ST communities through science and technology interventions. The Women Technology Parks (WTP) programme improved women's livelihood systems and promoted social entrepreneurship. The SUNIL programme supports NGOs and Knowledge Institutions in developing innovative technologies for economically weaker sections.

The National Mission on Interdisciplinary Cyber Physical Systems (NM-ICPS) supports a Technology Innovation Hub at IIT Ropar focused on "Technologies for Agriculture & Water," including precision agriculture, smart irrigation, AI-based crop advisory, livestock management, and IoT-based water management solutions.

Institutional Contributions

Agharkar Research Institute developed climate-resilient crop varieties including biofortified wheat (MACS 4028, MACS 6222, MACS 6478) and pest-resistant soybean (MACS 1407), plus alternatives to stubble burning through anaerobic fungi mixture from farm waste.

JNCASR developed a Nanomatrix for Delivery of Semiochemicals technology deployed in over 5,000 acres across Karnataka, Kerala, and Tamil Nadu for red palm weevil control in coconut plantations.

IASST developed multiple agricultural innovations including endophytic actinomycetia-based bioformulation for tea plantations, high-yield mushroom cultivation, vermicomposting, black rice farming, and scientific methods for Eri-silk rearing.

NECTAR promotes technology transfer including banana pseudostem value addition, banana fibre-based vegan leather technology, and banana yarn making technology under the PM-DevINE scheme.

INST developed nanotech solutions for agriculture including targeted nano-nutrients, agri-sensing diagnostics, and post-harvest protection materials.

DBT Programs

The Department of Biotechnology implemented Biotech-KISAN and Biotechnology-based Societal Development Programs in 115 aspirational districts. Over the last three years, more than 40 institutions including IITs, ICAR institutes, and State Agricultural Universities have been engaged, directly benefiting 20,000–25,000 farmers. The programs trained 5,000 rural youth and local enterprises in entrepreneurship, strengthened 600+ Self-Help Groups, and created 350+ rural enterprises.

CSIR Mission Details

The Aroma Mission develops and transfers technologies for medicinal and aromatic crops cultivation, quality planting material, and post-harvest processing. The RSSA Mission developed advanced technologies including digital soil intelligence systems, AI-powered disease diagnostics, and UAV-enabled crop analytics.

The Seaweed Mission: CSIR-CSMCRI's commercially licensed seaweed biostimulant technologies account for 18–20% of the Indian seaweed biostimulant market, representing a business value of approximately ₹360–400 crore. Field evaluations demonstrated incremental returns up to ₹9,403 per hectare for farmers.

The Mission Mode Project on "Smart Village" implemented in October 2025 aims to transform rural India through advanced technology and sustainable development practices across Gujarat, Assam, Madhya Pradesh, Odisha, and Rajasthan.
