The Ministry of Communications announced the establishment of Asia's first Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh, with 24 companies proposing investments totaling ₹5,500 crore. Union Minister Jyotiraditya Scindia inspected the identified site at Shrimant Madhavrao Scindia Counter Magnet City (SADA) along with the Secretary of Department of Telecommunications and senior officials.
The TMZ project is expected to create over 18,000 direct and indirect employment opportunities and will comprise 24-25 telecom manufacturing units producing telecom equipment and components. For the first phase, approximately 170 acres have been identified—90+ acres in SADA and 70+ acres in the IT Park. Due to significant investor interest exceeding available land, additional land will be identified for expansion of the first phase.
The investment commitments emerged from roadshows conducted in Delhi and Mumbai in August 2026. The Delhi roadshow generated ₹3,500 crore in commitments with potential for 14,000 jobs, while the Mumbai roadshow secured ₹2,000 crore with approximately 4,000 employment opportunities. The Madhya Pradesh government has developed an attractive incentive package including land lease, power, employment, production-linked incentives, and environmental sustainability benefits. Additionally, the Department of Telecommunications has proposed a Common Testing Lab package worth approximately ₹500 crore.
Gwalior's strategic advantages include connectivity through the approximately 120-km Agra-Gwalior High-Speed Corridor, major railway routes, and an airport developed at a cost of ₹650 crore that connects to Delhi, Mumbai, and Bengaluru. The city also boasts a strong engineering education base with approximately 25,000 engineering graduates annually, ensuring skilled workforce availability. The TMZ is planned as a complete ecosystem covering six key verticals of telecom manufacturing, with full support promised from both central and state governments.
